Soltan argument

(distant quasars imply SMBHs still exist)

The Soltan argument is the conclusion that assuming distant quasars are powered by black holes (i.e., supermassive black holes) in galaxies implies there must be quiet SMBHs in local galaxies, e.g., the Milky Way. The conclusion is based on a calculation of the expected population statistics of such black holes now based upon that of distant quasars.
