A telescope or instrument's limiting magnitude is the apparent magnitude of the faintest astronomical object that it can detect/observe, i.e., the highest number. An astronomical survey's limiting magnitude might be that of the equipment or possibly one imposed by design to help make the resulting data a consistent sample (by deliberately omitting any apparently dimmer sources).
